Not these insects around the backyard?

In the yard of my house, there are errors everywhere. It is a small black bug with wings and the belly is red and has red stripes on his back. We have no idea what it is, and I've looked at different web sites to understand, and no information. They get on my legs and my dog when we're outside in the backyard. They do not bite but are annoying. Can anyone help? No, not like that. I live in southeast Louisiana. I can not get picture of them, they fly too fast.
